International Workshop on Environmental Finance and Taxation Policy

Successfully Held

To Promote the  historical transition of the environmental protection, explore new path of environmental protection, exchange research outcomes, and share practical experience in the field of environmental public finance and taxation policy， an “International Workshop on Environmental Finance and Taxation Policy” was held in Beijing on 10-11 December 2009. The workshop was jointly organized by the Chinese Academy for Environmental Planning（CAEP）of the Ministry of Environmental Protection (MEP), the Department of Environmental Science and Engineering of Tsinghua University , and the Chinese Society for Environmental Economics, CSES and hosted by the Division of Environmental Management and Policy, Department of Environmental Science and Engineering, Tsinghua University. The workshop got strong support from the Research Institute for Fiscal Science, Ministry of Finance, the Research Institute of Taxation Science, State Administration of Taxation, Chinese Society for Environmental Planning, CSES, Policy Research Center for Environment and Economy, MEP, School of Environment and Natural Resources, Renmin University of China, Environment & Economy Research Institute, Peking University, School of the Environment, Nanjing University,

The Institute for Finance & Economics, Shanghai University of Finance & Economics, Professional Association for China's Environment（PACE）.

The workshop has drawn great attention and support of experts and scholars in this field both at home and abroad. Mr. Zhou Jian, Vice Minister of the Ministry of Environmental Protection sent a congratulation message to the workshop. Mme. You Yanxin, Deputy Director-General of the Department of Planning and Finance, MEP, Mr. Ren Guanping, Secretary-General of CSES, Dr. Wang Jinnan, Vice President of CAEP, Dr. Wu Shunze, Vice President of CAEP, and Dr.Yu Gang, Director of the Department of Environmental Science and Engineering, Tsinghua University attended the opening session and made  keynote speeches respectively. The workshop was conducted in five sessions: Environmental Investment and Financing Policies; Expenditure Policy of Public Fund for Environmental Protection; River Basin/Regional Ecological Compensation; Green Financing; Green Taxation and Pricing Policy. 24 experts and scholars made presentation. More than 240 participants from provincial and municipal environmental protection bureaus and other government departments, research institutions, universities, media, and enterprises attended the workshop.

The successful convening of the workshop has active impact on intensifying the study on environmental public finance and taxation policies, promoting the exchange and cooperation between researchers in this field, and developing policy recommendations.
