Key Responsibilities
- Assisting the government with the formulation of national medium and long-term environmental protection plans, river basin or regional environmental protection plans, emission control plans and implementation schemes for key pollutants, special plans for ecological protection, environmental supervision and management capacity building;
- Studying and proposing major national environmental protection policies and measures and environmental engineering construction plans;
- Providing technical support and services for local governmental authorities and environmental protection agencies to formulate environmental plans;
- Carrying out technical consultation services for pollution control and ecological protection projects.
CAEP consists of an Administrative Office, Development and Cooperation Institute (Chief Engineers office), Environmental Strategy Institute, Water Environment Institute, Atmospheric Environment Institute, Ecological Environment Institute and Environmental Consulting Institute.
Administrative Office
The Administrative Office is responsible for the administrative work, communist party affairs, personnel matters and human resource management, financial management, archive activities, logistics support and work related to the Communist Youth League,the Womens Federation and the Workers Union. It is also responsible for annual budget, final accounting and staffs performance evaluation.
Development and Cooperation Institute(Chief Engineers Office)
The Development and Cooperation Institute is responsible for the research management such as designing research projects, administering contracts, assuring quality control, tracking research achievements and evaluating results, researching statistics, managing records and international cooperation and academic communication, organizing the application of international projects. It is also responsible for the development and maintenance of CAEPs information network and studies on public financing and the use of economic instruments for environmental protection.
Environmental Strategy Institute
The Environmental Strategy Institute undertakes strategic studies on Chinas medium and long-term social, economic, and environmental conditions and drafts key national environmental development plans. The Institute also carries out environmental impact assessments of nationally or regionally significant social and economic development plans, key macro economic policies, economic structural adjustment policies and sectoral development policies. It is engaged in studies on public financial systems for environmental protection such as environmental financing policies, environmental investment, resource pricing, bank loan policies on environmental protection, taxes and charges for environmental protection, etc. It develops evaluation methods for economic loss resulting from environmental pollution and ecological destruction, and environmental planning theories and methods related to green GDP accounting and corporate environmental accounting. It is also engaged in studies on environmental performance analysis and policies to promoting environment-friendly society.
Water Environment Institute
The Water Environment Institute investigates the system of technical approaches for river basin water pollution control planning and formulates water pollution control plans for the national major river basins. The Institute also formulates drinking water protection plans, national total quantity control plans for water pollutants, water pollution prevention and control policies, water pollutant discharge permits system, and verifies national carrying capacity of waterways. The Institute provides technical support for local governments and environmental protection agencies to formulate water environmental plans, and carries out technical consultations for water pollution control.
Atmospheric Environment Institute
The Atmospheric Environment Institute formulates the national atmospheric pollution prevention and control plan, and investigates atmospheric carrying capacity, atmospheric environmental protection policies and management measures, energy and environment policies, total emissions control and emission trading for atmospheric pollutants, and feasibility studies on clean development mechanisms project. It develops simulation system for atmospheric environmental planning. It undertakes technical work for SEPA on atmospheric environmental protection, and assists local government authorities and environmental sectors to formulate atmospheric environmental plans.
Ecological Environment Institute
The Ecological Environment Institute provides technical support for SEPA on ecological protection and technical assistance for local government authorities on studying and formulating ecological plans. The Institute formulates special plans for national ecological environmental protection and drafts policies and regulations related to ecological environmental protection. It is also responsible for analytical tasks such as compiling methods, indicator systems, technical specifications, technical directive guidances, and operation standards that are relevant to environmental protection and construction planning. It participates in national or regional resource planning, infrastructure construction and development planning, strategic environmental impact assessment of economic policies, ecological compensation policy. It is responsible for agricultural and rural ecological environmental protection planning, soil pollution prevention and control, aquatic protection and restoration planning.
Environmental Consulting Institute
The Environmental Consulting Institute is responsible for analysing the implementation of environmental planning, examining projects applying for pollution levy revenue, consulting on state environmental protection engineering work, and formulating solid waste treatment plans and other technical research. It is entrusted by SEPA and other ministries, local government authorities and environmental sectors to undertake technical and economic feasibility evaluations for environmental engineering projects and investment schemes in their environmental protection plans. It carries out regional environmental protection planning and technical consulting on pollution treatment projects. It also provides evaluation and consulting services on environmental engineering projects.
Chinese Society for Environmental Economics (CSEE) of China Society of Environmental Sciences (CSES)
In order to unite the scientists and scholars in environmental economic circles nationwide, and to improve the development of environmental economic studies in China, the Chinese Society for Environmental Economics of the Chinese Society of Environmental Sciences was founded in 2003 under the approval of the Ministry of Civil Affairs of the PRC. CSEE is hosted and managered by CAEP. Since 2005, CSEE has been in normal operation, accomplishing the following tasks:
Established the leadership structure to ensure normal operation;
Created China environmental economics website (www.csfee.org.cn);
Held the first session of chairmen of CSEE;
Ran three international seminars and workshop.
