Roadmap of China's Environmental Economic Policy Reform During the 14th Five-Year Plan Period

The environmental economic policy in the 13th has made important progress and remarkable achievements in establishing the long-term adjust mechanism for ecological civilization. During the 14th reform and innovation to meet the needs of ecological civilization construction in the new era. The paper puts forward the framework and focus of China's environmental economic policy reform during the 14th. The results show that environmental economic policy reform in the 14th should thoroughly implement Xi Jinping's ecological civilization thought, systematically consider the new situation and new requirements that the policy reform and innovation is facing, highlight establishment of the long-term mechanism for transforming the two mountains, highlight the incentive continuous improvement of environmental quality, highlight the whole chain incentives of the economic process, highlight the optimal combination regulation of the respective policies, and highlight the implementation of supporting capacity building. It is pointed out that in the 14th five year plan period, China should continue to promote reform of the ecological environment financial system, deepen innovation of the green tax, green fee and eco-environmental pricing mechanism, promote establishment of a diversified and marketoriented ecological compensation system, improve the trading mechanism of the ecological environment rights and interests, improve the green financial system, and simultaneously promote implementation for the supporting measures, as ecological environment value accounting, environmental information disclosure and credit system, resource and environment directory, and policy performance assessment mechanism. An environmental economic policy system to comprehensively support construction of the ecological civilization, and to promote modernization of environmental governance system and governance capacity.
