A Roadmap Analysis of National Marine Eco-Environmental Protection During the 14th Five-Year Period

The institutional reorganization of the national marine ecological environment management system in 2018 laid the foundation of the systematic promotion in improving the marine ecological environmental quality. Based on the national strategic goal of building a beautiful China, this article provides a general picture of the progress of marine ecological environmental protection and the problems faced. The article also seeks to propose the management principles of land-sea coordination, regional collaboration, regional prevention and control, precise governance, so as to collaboratively attain the five goals including pollution control, ecological restoration, risk prevention, capacity building, and international cooperation, as well as to achieve five major breakthroughs in enhancing laws and regulations, upgrading space management and control tools, building up management standards, assigning responsibility in person, and advancing licensing management system, in which ultimately accomplish the “14th Five-Year” national marine ecological environmental protection goals.
