Reform of the Emission Permit Management System of the Stationary Pollution Sources in the 14th Five-Year Plan Period

During the 13th Five-Year Plan period, the emission permit system covering all the stationary pollution sources has been basically established. It is necessary to further deepen the reform to build and improve the supervision system of the stationary pollution sources with the emission permit system as the core. The paper put forward the thoughts and key points on reform of the emission permit system in the 14th Five-Year Plan period. It is suggested that the reform of China's emission permit system should strengthen integration with the existing stationary source environmental management system, establish a permit limit response mechanism based on "improving environmental quality", promote well functioned and used of the pollutant discharge permit information platform, strictly supervise the pollutant discharge permit, and consolidate the legal basis.
