Wang Jinnan was elected as Academician of the Chinese Academy of Engineering

 

On November 27, 2017, the Chinese Academy of Engineering formally announced the results of the 2017 academician cooptation. The cooptation of the academicians in 2017 was officially launched at the beginning of the year. After two rounds of reviews, election by the department, and final election by all academicians of the academy, 67 new academicians were elected of 533 valid candidates. Researcher Wang Jinnan of our Academy was elected as the academician of Chinese Academy of Engineering in 2017.

Researcher Wang Jinnan is born in Wuyi, Zhejiang. Since 1981, he has obtained the bachelor's degree, master's degree and doctoral degree of Tsinghua University. He is currently Director of the Chinese Academy for Environmental Planning, Head of the State Key Laboratory of Environmental Planning and Policy Simulation and serves as the doctoral tutor, the second-level researcher, and the adjunct professor at Peking University, Nanjing University and Renmin University of China. He is mainly engaged in environmental planning and management research and has successively served as the expert and theme group leader of major national scientific and technological water specialists, the expert of the national special general atmospheric group, the expert of the national expert team for atmospheric research, Chairman of the Professional Association for China's Environment, Member of the Science and Technology Committee of the Ministry of Environmental Protection, Senior Consultant of Natural Resources Defense Council , Standing Director of Chinese Society For Environmental Sciences, and other academic positions; He has served as deputy editors and editors of 7 domestic and foreign magazines, such as China Environmental Management and China Environmental Science; published more than 300 papers, 11 monographs and 4 series of books. He is one of the engineering talents among the first batch of national “Thousand Talents Program” and national science and technology leaders in environmental protection. He has received special government allowances of the State Council, won the titles of the expert directly under the Central Committee of the Communist Party of China, China Youth Science and Technology Award, Special Award for Green Chinese Characters, Earth Sustainable Development Award, national advanced environmental science and technology worker and so on; and won the second prize of the Scientific and Technological Progress Award for two times , third prizes of the Scientific and Technological Progress Award for 3 times and 18 awards at ministerial and provincial levels(including 7 first prizes at the ministerial level).

Since the "7th Five-Year Plan" period, Wang Jinnan has devoted himself to the research on environmental planning and management and successively completed more than 30 national key scientific research projects, making a number of achievements in this field. In view of the lack of space guidance in China's environmental planning and the big difference in pollution emission reduction space, etc., he put forward an environmental planning system that takes "environmental division as the foundation, environmental capacity as the basis, quality improvement as the target and pollution reduction as the means", and established the environmental function zoning method system and environmental function division technology solutions. In accordance with the "anti-constraint" principle of environmental quality and based on the improved WRF-CAMx model and various kinds of emission inventory, he led the team to complete the PM2.5-compliant atmospheric capacity algorithm and its capacity results; he presided over and participated in more than 20 environmental protection plans, including the national environmental protection during "Eleventh Five-Year" and "Twelfth Five-Year" periods, the Action Plan for Air Pollution Prevention and Control, and relevants plans in the Pearl River Delta, the Qinghai-Tibet Plateau, Beijing-Tianjin-Hebei region and the Xiong'an New Area; as there lacks empirical experience for the management of major emission reduction projects in China, he put forward a major environmental protection project management mode based on “capacity - emission reduction - effect - policy”; set up the SO2 emission performance method and emission reduction project plan in the electric power industry, proposed the management system of controlling increment, reducing stock and improving quality, three “reductions”, three “checks” and “three methods” in combination with pollution reduction practices, and studied and proposed policies such as electric power environmental protection price, environmental protection tax, emission trading and ecological compensation for pollution reduction. In response to the complexity and comprehensiveness of the impacts of emission reduction projects, he led the team to develop an platform to evaluate air pollution reduction projects in terms of air quality improvement, GDP growth and employment impact, public health loss benefits reduction, and green GDP accounting system and methods, which has contributed to the development of national environmental protection planning, pollution reduction project management, environmental planning and environmental economics.
