The 2017 Annual Meeting of China Council for International Cooperation on Environment and Development was held in Beijing
On
December 9 to 11, the 2017 annual meeting of China Council for International
Cooperation on Environment and Development (hereinafter referred to as 2017
CCICED Annual Meeting) was grandly held in Diaoyutai State Guesthouse in
Beijing. The theme of this annual meeting is "Ecological Civilization in Action:
Toward a New Era of Green Development." There were 7 sub-forums, among
which, the sub-forum of "Yangtze River Conservation and River Basin
Management Innovation" was jointly sponsored by ADB, WWF and CAEP. More
than 70 representatives of international organizations, government agencies,
academic institutions and social organizations attended the meeting. Related
personnel of the chief engineer's office, science and technology cooperation
department, water department and policy department of our Academy attended the
meeting.
The
forum was co-chaired by Stephen P. Groff, Vice-President of the Asian
Development Bank, and Wang Jinnan, Director of the CAEP and Academician of the
Chinese Academy of Engineering. At the meeting, Wang Yi, Member of the 12th NPC
Standing Committee and Vice-President of the Institutes of Science and
Development, Chinese Academy of Sciences, Lambertini, Global Director General of
World Wildlife Fund, Wang Jinnan, Director of the CAEP and Academician of the
Chinese Academy of Engineering, Hu Baolin, Former Deputy Director of Executive
Office of the State Council Three Gorges Project Construction Committee , Bingham,
Chief Representative of Asian Development Bank China Region, Wei Zhongjia, Dean
of Canadian International Institute for Sustainable Development, Yu Hongxia, Deputy
Director of Jiangsu Provincial Department of Environmental Protection, Zhang
Huaying, Vice President of Coca-Cola Greater China and South Korea, and Indu
Bhushan, Director of East Asia Regional Department, Asian Development Bank,
made keynote speeches at the conference.
Wang
Jinnan, President of our Academy, made a report on the strategy of ecological
environment protection in the Yangtze River Economic Belt. He pointed out that
the state attaches great importance to the ecological environment protection in
the Yangtze River Economic Belt. The belt’s ecological environment status is
prominent, and the problems and pressures on environmental protection are multifaceted.
In the face of these, President Wang proposed several strategies: First, to
establish a limit on the use of resources and properly handle the relations
between rivers, lakes and reservoirs; second, to draw red lines for ecological
protection and implement protection of aquatic ecosystems; third, to adhere to
the bottom line of environmental quality and recommend the rule of water
pollution control; fourth, comprehensively promote environmental pollution
control and build a suitable environment for urban and rural residents; fifth,
to strengthen the prevention and response to unexpected environmental events,
and strictly control various risks; sixth, to innovate the ecological and
environmental protection mechanism of the Yangtze River, and promote regional
synergy.
The
delegates held a heated discussion on biodiversity conservation,
eco-environmental protection and promotion of green finance. President Wang
Jinnan made a concluding speech and pointed out that the conference was very
successful. It is agreed that the development of the Yangtze River Economic
Belt must take the path of ecological priority and green development. Under the
leadership of the government, social institutions, enterprises and
international organizations are the backbone forces that jointly protect the
Yangtze River. We shall take full advantage of new opportunities, properly
handle various risks and challenges, and comprehensively promote greater protection
and realize the green development of the Yangtze River Economic Belt.
