Chinese Academy for Environmental Planning (CAEP) and Fujian Provincial Department of Environmental Protection signed a Strategic Cooperation Agreement

On April 28, 2018, our Academy signed a Strategic Cooperation Agreement with Fujian Provincial Department of Environmental Protection in Fuzhou. The signing ceremony was attended by the President Wang Jinnan, relevant officers of the Science and Technology Cooperation Office and Chief Engineer Office, Director Fu Chaoyang of the Fujian Provincial Department of Environmental Protection, Inspector Yang Ronglang, Deputy Directors Chen Ning, Huang Shulin and Xu Wei, Chief Engineer Zheng Yu, President Zhang Yuzhen of the Fujian Provincial Academy of Environmental Science and heads of relevant departments.

The conference was presided over by Huang Shulin, Deputy Director of Fujian Provincial Department of Environmental Protection. Mr. Huang firstly briefed the working demands of Fujian Provincial Department of Environmental Protection for concluding the agreement, while Yu Fang, Director of the Environmental Risk and Damage Assessment Research Center of CAEP made an overview of our Academy and introduced main contents of the strategic cooperation agreement. Director Fu Chaoyang, on behalf of Fujian Provincial Department of Environmental Protection, expressed the gratitude to CAEP for its support over the years and hoped to conduct in-depth cooperation with CAEP when Fujian Province actively implements relevant requirements of the central government on construction of ecological civilization pilot zones and exploration of new environmental protection modes, so as to promote the building of “Fujian Template” for Beautiful China. President Wang Jinnan stated that CAEP will work with Fujian Provincial Department of Environmental Protection to promote the construction of ecological civilization pilot zones and related efforts, participate in various work regarding environmental protection policies, technologies and scientific research of Fujian Province in a task-oriented manner and strengthen the cooperation with Fujian Provincial Academy of Environmental Science, so as to jointly provide technical support for Fujian Provincial Department of Environmental Protection and advance the implementation and promotion of various ecological civilization reform systems in Fujian Province.

According to the Strategic Cooperation Agreement, both parties will use multiple approaches to carry out cooperation in strategic research on ecological civilization construction, research on medium and long-term ecological environmental strategies, ecological environmental policies and management, consultation of ecological environmental engineering, preparation and establishment of scientific research platforms for ecological environmental protection, cooperation and exchange mechanisms etc. In the near future, the two parties will perform the Strategic Cooperation Agreement and prioritize cooperation for implement the demonstration and evaluation research on major environmental system reforms in the aspects of environmental supervision system, grid-based environmental regulation and enforcement, emissions trading, environmental pollution liability insurance, ecosystem value calculation, eco-environmental damage compensation system, definition of ecological red line, setting of environmental regulation and enforcement institutions by basin and integration of environmental governance and supervision function.
