Plenary Meeting of the Chinese Society for Environmental Planning

& Joint-meeting of Directors of Environmental Planning Institutes

On December 20, 2009, the director meeting of the Chinese Society for Environmental Planning & joint-meeting of directors of environmental planning institutes were held in Beijing, which was organized by the Chinese Society for (Professional Committee of) Environmental Planning of Chinese Society for Environmental Sciences and attended by more than 70 people including  leaders of the Ministry of Environmental Protection and Chinese Academy for Environmental Planning of MEP, directors of the Chinese Society for Environmental Planning, staff members of its secretariat, directors of environmental planning institutes of 28 provinces of China, and representatives from other research institutes and universities. The purposes of the meeting were: to better exchange the research results and work experience of environmental planning; sum up the work of the Chinese Society for Environmental Planning in 2009 and elaborate its work in 2010; explore the cooperation forms and areas among environmental planning institutions in the coming years; and further promote the development of the environmental protection plan for the “12th Five-Year Plan” period,

The meeting was chaired by Dr. Wu Shunze, Secretary-General of the Society. Mr. Zou Shoumin, Chair of the Chinese Society for Environmental Planning and Mr. Hong Yaxiong, President of the Chinese Academy for Environmental Planning delivered speeches respectively. The meeting reviewed and approved the 2009 work summary and the 2010 work arrangement of the Chinese Society for Environmental Planning, and the newly elected directors, and other related matters. At the meeting, directors of provincial environmental planning institutes, directors of the Chinese Society for Environmental Planning and other participants concerned had discussion and exchange on a wide range of issues such as the progress of the work of environmental planning, theoretical research of environmental planning and its practice, key issues of the pre-studies on the environmental protection planning for the 12th five-year plan period, the construction and development of environmental planning as an academic subject, cooperation and exchanges among environmental planning institutes, etc.

The meeting considered that the profound changes of current domestic and international economy and environment situation called for new and higher requirement to the development and implementation of environmental planning. We should make full use of the platform of the Chinese Society for Environmental Planning & Joint-Meeting of Directors of Environmental Planning Institutes to strengthen fundamental theoretical research of environmental planning, develop technical specifications and guidelines, carry out cooperative program, and strengthen institutional construction, discipline construction，and human resources development in order to provide strong technical support for national and local environmental planning.

The meeting also considered that 2010 was not only the last year to implement the environmental protection plan for the 11th five-year plan period, but also the crucial year to develop the environmental protection plan for the 12th five-year plan period. In 2010, the Committee’s work will centered on the development of the environmental protection plan for the 12th five-year plan period, focusing on the following things: first, to develop the technical specifications and standards for environmental planning; second, to conduct basic research on the subject of environmental planning; third, to successfully organize three symposiums on heavy metal pollution prevention and control, assessment of the implementation of environmental plan; last, to further strengthen the institutional constructions, subject building, and the human resources development.
