2009 Academic Seminar

of the Chinese Society for Environmental Planning

The 2009 Annual Academic Seminar of the Chinese Society for Environmental Planning c-organized by Chinese Society for Environmental Planning and CAEP was successfully held on Dec.19 – 20, 2009 in Beijing. The main purpose of the seminar is to learn the progresses of the pre-study on National Environmental Planning for the “12th 5-year Plan” period，to discuss the latest research achievements, and to envisage the development trend of environmental planning as an academic subject.

The academic seminar was chaired by Mr. Shunze Wu, vice president of CAEP and attended by more than 220 participants from environmental protection agencies, research institutes, and universities nation-wide. Mr. Zhou Jian, Vice Minister of the Ministry of Environmental Protection was present at the conference and made an important speech “On the Basic Orientation of the Environmental Protection Planning for the 12th 5-Year Plan Period”. In his presentation, Minister. Zhou, taking into account of the outcomes of the National Economic Work Conference, analyzed in depth the characteristics of the times, the environment and resource situation against which the environmental protection plan for the “12th 5-year Plan” period would be developed. He identified the basic orientation of the planning and highlighted some issues to which great attention should be paid. Mr. Zhou also emphasized the importance of developing target indicators and put forward some specific requirements. Mr. Ren Guanping, Secretary-General of the Chinese Society for Environmental Sciences and Mr. Hong Yaxiong, president of CAEP also made speeches in the meeting.

The theme of the annual academia seminar is “Environment Protection Plan for the 12th 5-year Plan Period - Ideas and Framework. Mr. Zhang Qingjie, director of Institute for Regional Economy of NDRC, Mr. Xia Guang Xia, director of Environmental Economics and Policy Research Center of MEP, and Mr. Wu Shunze, vice president of the CAEP made keynote speeches on “Some Thinking about China's Economic and Social Development Trends and Their Impact on Environmental Protection”, “ Thinking on Macro-environment Strategy”, “ The Developments and Challenges of the Environmental Protection Planning” respectively. Those presentations had drawn great interest of the meeting participants. 

The seminar received 90 papers and was divided into five sessions.  Forty experts and scholars from the relevant research institutions and universities made oral presentations on topics: “basic ideas and research for the environmental planning for the 12th 5-Year Plan period”, “local and regional environmental planning”, “environmental planning framework for key planning elements” and “theory and technical methods of environmental planning”.
