Emission Trading Pilot Project in Power Industry
Chinese Society of Environmental Sciences convened a meeting to evaluate the study results of the project of "Study on Sulfur Dioxide Emission Trading Technology and Its Implementation in Power Industry”, a key technical research project implemented by CAEP, in Beijing on Nov. 24th, 2009. The evaluation team consisted of nine senior experts from Tsinghua University, Peking University, Chinese Research Academy of Environmental Sciences, Scientific and Technological Advisory Committee of MEP, Chinese Academy for Social Sciences, Energy Research Institute of State Grid Corporation, Environmental Protection Research Institute of State Power Corporation, and Tianjin Climate Exchange with Academician Mr. Hao Jiming as the team leader. Dr. Wang, vice president of CAEP and the key members of the project team participated in the meeting.
After listening to Dr. Yan Gang’s project report, reviewing some related project documents, and the demonstration of sulfur dioxide emissions trading management system software for thermal power industry, and through the Q&A, the evaluation team concluded that the outcomes of this project are of strong innovative nature and applicability being in the frontier of this kind of studies, and meeting the need of China’s environmental management. In this project, the sulfur dioxide emission trading in power industry in China has been systematically studied on. The expert team suggested that the relevant policies be developed and implemented based on the outcomes of this study as soon as possible.
Since 1998, CAEP has conducted a series studies on technical methods for emission trading and their pilot application in China, including the study on the prospective and feasibility of emission trading in China – a China-U.S. cooperative project, and pilot sulfur dioxide emission trading in Taiyuan – an Asian Development Bank project, In 2006, CAEP, as a technical supporting institution assumed the “pilot project on payable use of emission property and emission trading” which was jointly commissioned by the Ministry of Environmental Protection and the Ministry of Finance, and developed some important documents such as " Guiding Opinion on the Pilot Implementation of the Payable Use of Emission Property and Emission Trading ", “Administration Measures for Sulfur Dioxide Emission Trading in Thermal Power Industry". After almost a decade’s research and development, CAEP has become a very capable technical research institution in the study field of emissions trading in China. CAEP will continue its efforts in promoting the emission trading in China.
